JOB PURPOSE / OBJECTIVE
To ensure permit to work system is implemented in line with IMI procedures and guidelines. Supervise and coordinate the activities relating to daily work permits, review isolation strategy. Control the isolation implementation and ensure that the isolations are in place prior to allowing a work permit to be issued. To ensure that all the jobs are carried out as per operating procedures and standards. To carry out risk assessment for critical jobs and job safety analysis for ensuring HSE standards are met.
KEY ACCOUNTABILITIES
• Coordinate with relevant department supervision to identify priority jobs to plan for the next 24hr activity Permit to Work scheduling.
• Attend daily (Permit to Work /vessel/Coordination) meetings and liaise with department supervision to identify critical works and Simultaneous Operations (SIMOPS) on each Project or Operational Zone.
• Assess work permits raised to determine whether all the required information has been provided with a permit to the required standard and accordingly liaise with various departments.
• Actively involve & contribute to the risk assessment for critical jobs and job safety analysis for ensuring HSE standards are met.
• Liaise closely with Performing Authority when planning work to ensure all the appropriate mechanical/electrical/process hazards and controls have been identified for the task.
• Ensure that all documentation associated is attached with the permit includes but not limited to complementary certificates, mechanical isolation certificates, electrical isolation, marked-up drawings or P&IDs and job safety analysis.
• Coordinate with operational supervisors regarding the lock out/safety device bypass and ensure that the record register is updated.
• Review isolation strategy, control isolation implementation and ensure that the isolations are in place prior to permitting an associated PTW to be executed. Follow up pending work to ensure isolation is removed at the earliest opportunity when the work is complete
• Ensure that all control measures as per job safety analysis have been put in place prior to allowing a work permit to be issued.
• Ensure that all necessary preparation procedures and safe work practices are followed while safety critical equipment is bypassed.
• Audit work permits and certificates for correct implementation with regards to recommended control measures to ensure a safe working environment.
• Ensure that adequate handovers take place at shift change with regards to job status and isolation conditions.
• Ensure closure of Permit to Work after completion of task. • Monitor the ongoing task to ascertain whether the work is progressing safely as per Permit to Work.
• Perform duties in accordance with established policies and procedures.
• Maintain all documented information relating to PTW in accordance with IMI procedures. • Ensure the Permit to Work system (including the Operational Safety Management application and other relevant systems) are in good functioning state and are continually improved for improvement purposes.
QUALIFICATIONS & EXPERIENC
Education
• Bachelor’s degree in engineering (Electrical or Mechanical) or Health, Safety and Environment or equivalent.
Professional Qualifications
(Certifications & Accreditations)
• NEBOSH Diploma or IGC. Competencies (Knowledge, Skills & Abilities)
• Competent in reading as-built drawings and P&ID.
• Ability to prioritize work scopes and tasks based on HSE criticality.
• Knowledge of ship/rig building and MRO.
• Good knowledge and understanding of PTW systems required for manufacturing/construction, repair and commissioning activities and able to train others. • Knowledge in the use of electronic permit system.
• Excellent command of MS office (MSP, Excel, Power Point, word etc.)
• Accountability - Commits to business objectives.
• High level of integrity and ethical behavior.
• Excellent time management skills.
• Negotiation Skills. Experience
• At least 9-15 years' experience in Shipbuilding (New build/MRO).
• Experienced in identifying the hazards, managing risks, SIMOPs and carrying out risk assessment.
• Experienced in designing isolation strategy. Languages
• Fluent English
