Your future role & Job Purpose

We are looking to hire Consultant Center of Excellence (Procurement) , who will be responsible for but not limited to:

  • The Consultant shall lead the efforts in exploring, initiating, developing, and validating good and effective governance and best practice in supply chain management, quality improvements, cost savings and other sourcing related opportunities in the functions of PSCM. The individual plays a critical role in realizing objectives to become a world-class procurement organization by providing leadership, best practices, research, support and/or training for a focus area, and deliver relevant, value-adding strategies to the company's businesses. Responsible for end-to-end performance and supplier performance management; operating in accordance with corporate policies and processes, defined governance and delegations of authority. Primary focus is to create transformative strategies, based on supply market expertise, current and future business needs and global category spend and innovation opportunities that identify impactful business value.

Key Accountabilities
  • Develop procedures, plans and standards for the Consultant Center of Excellence (Procurement) as well as review and advise on the other policies and procedures of PSCM. To ensure that PSCM is having the right structure, policies and procedures.

  • Provide strategic advice and guidance to the PSCM VP and the Managers of the departments under PSCM, to keep them aware of developments within the industry and to ensure that the appropriate policies are developed to meet the company’s mission and objectives and to comply with all relevant statutory and other regulations.

  • Prepare a corporate plan and annual business plan for PSCM and monitor progress against these plans to ensure that the company attains its objectives as cost-effectively and efficiently as possible.

  • Work with cost specialist in performing comprehensive cost analysis and cost modeling.

  • Develop Suppliers selection criteria based on IMI business strategies to develop an approved supplier list that provides competitive advantage in quality, value/cost, delivery and technology.

  • Use Project Management skills and tools to investigate alternate component technologies for improved quality and reliability and implement changes.

  • Coordinate with management for supplier agreement review, development and maintenance.

  • Take supplier performance surveys & feedback and recommend improvements.

  • Establish strategy and best practices for staff to ensure achievement of overall business objectives. 

  • Develop category management strategies for assigned category to achieve business objectives and profitability.

  • To ensure the achievement of committed objectives, plan and conduct negotiations, anticipate future trends and assess opportunities – in terms of new business, volume changes, impacts and risks to be addressed in the business

  • To work closely with Strategic Sourcing department and have a good localization plan and to oversee the implementation of the same.

  • Monitor the performance of all the departments under PSCM to ensure that they operate to a high standard and to identify any areas of potential improvement.

Who we are looking for

Experience:

  • Minimum 15 years’ relevant experience in a similar role Preferably has Shipbuilding/Rig building/ MRO/ Equivalent Industry experience.

Education: 

  • Bachelor University Degree in related Engineering Disciplines.

 

Professional Qualifications:

  • Have professional supply chain certification such as MCIPS or CPSM

    - Participate in supplier relationship management activities 
    - Conduct site visit to local manufacturers and major vendors.
  • Customer Support                                                                                                                                                                                                        - Resolve Purchase Requisitions and Purchase Orders issues with internal stakeholders 
    - Participate in cross functional teams 
    - Participate in PSCM customer forums and focus meetings.
    - Conduct site visit to end user facility to support company operational requirements.

  • Customer Support: Resolve Purchase Requisitions and Purchase Orders issues with external stakeholders.
  •  Suppliers: Build, maintain and manage supplier relationships and ensure good communications.
  • Contractors: Negotiate contracts, improved prices and terms of business with suppliers and review opportunities to make business savings utilizing negotiation and procurement best practice tools and methods. Responsible for managing relationships and negotiating with key suppliers at a senior and strategic level
